Abstract
The influence of Information Technology in the modern world presents both significant challenges and opportunities for contemporary society. The Nigerian Government has enacted various laws and policies that serve as a roadmap towards achieving the digitalisation of the economy across both private and public sectors. This study examines the institutional, legal, and regulatory framework for digital economics and e-governance in Nigeria, while critically analysing the challenges affecting the implementation of digital policies in the country. The study adopts doctrinal and comparative research methodologies, with a comparative assessment between the Federal Republic of Nigeria and the Kingdom of Spain. Spanish digital policies are examined to identify possible lessons and challenges relevant to Nigeria. Recent Nigerian judicial decisions concerning the application and impact of digital laws and policies are also analysed. The study recommends measures relating to national security, infrastructure development and investment, policy prioritisation and harmonisation, ICT education and training for legal practitioners and other professionals, effective allocation of investment resources, promotion of cryptocurrency and digital asset investment, and appropriate government regulation of artificial intelligence technologies.
